A distinguished retired senior professional with nearly 40 years of experience in program management, process improvement, strategic planning and small business programs. Joyce holds a Bachelor of Science degree in Management with studies in Political Science and Sociology and is an alumna of the Ellen Gabriel Fellows Program at Columbia University's Graduate School of Business. She is an active member of Alpha Kappa Alpha Sorority, Inc.
